About the Team

The ICT Business Analysis Team is a key interface between ICT and the other Groups in Ofcom. The team represents colleague needs through the full lifecycle of the project, focusing on building and leveraging strong relationships within ICT and across Ofcom. The team ensures a thorough understanding of the business needs and helps to agree on the scope and prioritization of these for delivery. The team is the ‘voice of the customer’ throughout the project and ensures that the requirements are met by supporting the user acceptance testing during the later stages of the project. The team is also involved in change and adoption activities to ensure successful new systems and business processes are successfully used.

Purpose of the Role

This is a fixed-term maternity cover role needed to work alongside a Senior BA to provide strategic capability responsibility in building a specialist team of BAs. The Senior BA will focus on managing the team of Business Analysts on a daily basis, while this role is needed to define best practices, develop standards, evolve and improve the approach to business analysis. This role will help ensure that the BA team supports Ofcom colleagues in the best way and provides a delivery support function to the team.

Your key responsibilities

The role is split into two main key responsibilities: strategic and capability responsibilities, and delivery responsibilities.

Strategic and Capability Responsibilities: 

  • Building a specialist team that is a centre of expertise in this field 

  • Defining best practices, managing tools and templates for the BA team 

  • Developing standards and guidelines for business analysis and business process improvement 

  • Leading new approaches to business analysis, focusing on Agile/DevOps and continuous improvement. 

  • Continually evolving and improving the approach to business analysis in line with industry best practice 

  • Building relationships with key business areas and within project functions 

  • Supporting the development of the project business case and driving the associated governance required for project approval 

  • Supporting the ICT Programme Director in managing the future projects pipeline 

Delivery Responsibilities: 

  • Providing overarching support to BAs on projects with regards to deliverables and tasks required 

  • Resource and capacity planning, working with the Senior BA and Programme Leads 

  • Providing support to the business functions across Ofcom to analyze and capture business and process requirements for all IT-related business, financial, spectrum, and operations systems 

  • Interfacing with the Business Solutions Architecture team and our delivery partners to ensure that the business requirements are understood, and the architecture, design, and development can progress 

  • Developing test plans for user acceptance and system testing and supporting the ICT Test Manager to ensure that all functional and system testing is planned and executed 

The skills, knowledge and experience you will need for success

Technical Knowledge, Skills, and Experience:

  • Knowledge of Business Analysis tools and techniques

  • Knowledge of Project Management methodologies including Waterfall, Agile (Scrum), DevOps, Lean Six Sigma

  • Experience of creating and defining best practices and standards

  • Demonstrated experience in leading, mentoring, and coaching a team of BAs and fostering a culture of continuous improvement and collaboration

  • Significant experience as a Business Analyst is required

  • Experience of testing, UAT, Systems, Test scripts

  • Experience of implementing Cloud and SaaS solutions

  • Sound knowledge of ICT best practices, standards, and frameworks, such as ITIL

  • Experience of some of the following systems would be an advantage:

    • Office 365 (all applications)

    • ERP systems

    • Salesforce

    • Spectrum Management Systems – SMS

    • Enterprise Infrastructure & Security

    • AI and Data Analytics

    • Project & Portfolio Management systems

Qualifications and Accreditations:

  • Business Analyst qualification such as BCS Business Analysis Diploma qualified or CBAP certified

  • Six Sigma /Lean / Process Improvement

  • Agile and/or Dev Ops certified

  • ITIL qualification, foundation (Desirable)

Behavioural Attributes:

  • Excellent communication and interpersonal skills, with the ability to explain complex technical concepts to various audiences in a clear and concise manner 

  • Ability to manage own time and obtain information from the project team 

  • Experience working with both technical and non-technical teams and able to collaborate with a diverse range of people. 

  • Forward-looking perspective on business requirements and ICT capacity to help manage project demands and prioritization effectively. 

  • Proven track record of delivering high-quality ICT solutions within time and budget constraints. 

  • Demonstrated experience in managing or leading multiple ICT projects simultaneously, from planning and design to implementation and evaluation 

  • Strong analytical and problem-solving skills, with a keen eye for detail and innovation
