Programme Compliance Viewer, RTÉ

RTÉ is Ireland’s national public-service media organisation.  A leader in Irish media, RTÉ provides comprehensive, cost-effective, free-to-air multi-media services to the public in Ireland and interested audiences internationally.

RTÉ is seeking to recruit an experienced Programme Compliance Viewer to join its Platform Operations department.  The ethos of the Department is one of continuous improvement and relentless challenging of the “norm”. We want to simplify how we work, and we want to be restless in our approach to innovation and trying new things.


RTÉ is regulated by Coimisiún na Meán (formerly the Broadcasting Authority of Ireland). Coimisiún na Meán publishes codes of practice for broadcasters and platforms, as required by law (under the Broadcasting Act 2009) and offers a framework within which the audience can evaluate RTÉ’s output. In accordance with these codes, the RTÉ Programme Compliance Viewing team is responsible for assessing programmes and confirming their suitability, both editorially and technically, for RTÉ’s platforms. The team provides expertise and guidance to schedulers, commissioners and programme-makers, ensuring RTÉ’s output is technically and editorially sound.

The Role:
  • Assess, comply and clear content for a range of platforms in accordance with the Coimisiún na Meán codes of practice and RTÉ editorial policy
  • Ensure RTÉ output reflects the needs and expectations of our audiences
  • Manage regulatory complaints or inquiries arising from programme content. Conduct proactive compliance risk and issue management
  • Work flexibly and accurately as part of a team to comply fast turnaround and emergency jobs, including last minute additions to the schedule and/or particularly problematic programmes. This may require working outside of standard working hour
  • Maintain a clear audit trail of all decisions made so that issues can be tracked effectively and speedily, in accordance with RTÉ editorial policy
  • Keep abreast of RTÉ guidelines, and national and global regulatory changes that could potentially affect the compliance of the output 
  • Maintain an understanding and awareness of different cultures and sensitivities with a global perspective
  • Ensure best practice in how to apply appropriate signposting, content warnings and age restrictive classifications across all RTÉ content
  • Ensure all content is thoroughly researched and accurate, in keeping with audience needs and expectations
  • Ensure that output complies with RTÉ editorial, technical, design and accessibility standards, and that RTÉ health and safety policy is observed
  • To be contactable out of office hours and/or to attend recordings where required to give support and content advice
  • Work across other platforms as the need arises and sharing knowledge as required.
  • Develop and influence relationships with producers and the business across RTÉ and content suppliers
  • Work with both autonomy and maturity of judgement, in relation to the evaluation of programme content
  • Champion change and innovation, continually reviewing our workflows and our value add to stakeholders, suggesting new and more efficient ways of working
The Ideal Candidate:
  • Strong experience in assessing, complying and clearing content for a range of platforms in accordance with the Coimisiún na Meán codes of practice and RTÉ editorial policy
  • Strong working knowledge of regulatory codes and how they are implemented, including the rules for on-demand programme services
  • Strong understanding of relevant legal aspects of television production, libel and defamation legislation
  • Comprehensive experience with audio/video equipment, server and broadcast technology, as well as with editing content
  • An understanding of the importance of RTÉ’s values in accuracy and impartiality
  • A strong and proven track record in decision-making ability, particularly in response to editorial and technical issues
  • Demonstrable ability to provide solutions-based advice and to support producers/broadcasters to find creative solutions to editorial compliance problems
  • An understanding of national and global regulatory changes that could potentially affect the compliance of the output
  • An understanding and awareness of different cultures and sensitivities with a global perspective.
  • A change champion, passionate about innovation, continuous improvement and evolving technologies
  • Irish language skills an advantage
Please note the occasional overnight shift is required (for example, the compliance of award ceremonies broadcasting live from the US e.g. The Oscars).

This appointment will be made on an ongoing full-time contract basis on the Programme Acceptance Viewer scale from €49,478 to €61,874 gross per annum.
